   Судя по всему, можно. Речь идет о резидентах этих стран. А тем резидентам, кому нужна виза в ЕС, нужно ее получить. Из чего я делаю вывод, что можно и негражданам.

2. Не забудьте, что по возвращению в Канаду из дома нельзя выходить 14 дней под страхом тюрьмы 3 года

3. IMHO, так как документом для поездок будет не карточка резидента, а паспорт, то, скорее всего, разрешение на въезд будут давать на основании паспорта.
