Background:
Jewish Family Services has provided strength and support to individuals and families in need, in a manner sensitive to Jewish values for 60 years. Our services are explicitly non-religious and open to all in the greater Edmonton community, regardless of culture or belief system. Our present focus is on bereavement support; clinical counselling; settlement, integration and education of newcomers; advocacy with individuals to help them access community services; seniors’ support; and Holocaust survivor support.

Position Summary and Context:
Jewish Family Services is looking for a Manager of Programs and Services to join the senior leadership team of this respected, Edmonton-based not-for-profit organization. Under the overall direction of the Executive Director, the Manager of Programs and Services will lead, plan and manage all programs and services of the agency. As a member of the leadership team, the incumbent will contribute to the over-all effectiveness of strategies, policies and practices to ensure achievement of intended outcomes with operational excellence. Skills in both clinical supervision and program development/proposal writing are important.

The duties and responsibilities as detailed below are interpreted and carried out with due regard for the agency’s collaborative culture which respects the full involvement of staff in decisions concerning their arenas of work. The nature of program and staff supervision varies among the programs, according to the type of work and the staffing model (e.g., contract or employee). Program staff range from experienced, uncertified program specialists to Masters-level clinical practitioners, exercising creativity in helping clients address their concerns, while working within the boundaries of appropriate ethics.

Key Responsibilities:
Monitor and strengthen existing programs to ensure they are achieving the desired results for our clients, the Agency and our funders;
Ensure all appropriate systems and processes are in place to deliver effective programs;
Take the lead in program development, which primarily includes proposal development and developing strong relationships with funders;
Together with program staff, create program plans, monitor and report on progress towards outcomes;
Strengthen capacity of staff to deliver high quality services to our clients;
Establish and communicate performance expectations and measures, monitor and evaluate staff work performance on a regular and consistent basis, recruit staff when required;

Manage organizational change that helps create a JFS organizational culture that is true to the JFS mission, vision and values;
Contribute to building a strong, happy and healthy team;
Assist with financial, administrative and operations tasks as necessary.

Qualifications:
Undergraduate degree in a related field, post-graduate degree in Social Work, Clinical Psychology or a related field would be an asset;
Minimum of 3 years’ experience in program management as well as 3 years’ experience leading and managing staff, preferably with a non-profit organization OR an equivalent combination of education and experience;
Knowledge/experience in strategic planning, fiscal and resource management, staff supervision, and program development;
Knowledge of community resources, government policies and programs related to mental health and poverty alleviation in Edmonton;
Proven track record in effectively managing conflicting priorities, collaborating with others and exercising sound judgment within a team environment.

Skill Requirements:
Ability to motivate and manage staff with a strength-based approach, providing the necessary coaching and support for them to achieve their best;
Ability to have difficult but respectful and ultimately constructive conversations with staff when performance issues arise;
Ability to respond to situations with astuteness and composure, maintaining professionalism and confidentiality as required;
Ability to communicate effectively both orally and in written form with all agency staff and external stakeholders;
Great attention to detail and excellent organizational skills;
Good working knowledge of Microsoft Office programs, and databases.;
Ability to write high quality funding proposals and reports;
Able to plan and make decision in a timely, organized manner;
Flexible and adaptable to change, accepting of constructive criticism;
Ability to make tough decisions;
Ability to delegate effectively and appropriately;
Ability to achieve, maintain and exemplify good self-care.

Approximate apportioning of time:
40% Program/proposal development
40% Staff supervision and program management
20% Planning and administration

This is a full-time, permanent role. The position is salaried, with extended health benefits and matching RRSP upon completion of a probation period. Standard work week is 35 hours. Occasionally, there will be commitments outside the standard work day for evening and weekend meetings.
